Crime victim looking for answers as convicted thief serves third of sentence

DENVER (KDVR) — The victim of a violent crime is wondering why the man convicted in the case is being transferred to a halfway house after only serving a third of the sentence.
Paul Heagerty was confronted by John David Cho outside an Arvada King Soopers. He said Cho tried to take Heagerty’s vehicle at gunpoint.
Heagerty says the 42-year-old Cho was arrested, convicted and sentenced to nine years.
Last month, Heagerty says he received a letter from the Colorado Department of Corrections, stating that Cho was being moved to a halfway house.
Then, this month, Heagerty says he received a second letter from the DOC. that Cho had briefly become a “fugitive of justice,” before being recaptured.
“Who makes these decisions to let these people out,” said an exasperated Heagerty.
An e-mail to the DOC from FOX31 requesting information on Cho's standing was not immediately returned.
